Fugitives are people who have skipped bail, or have escaped illegally from custody. These are all names for the same position, and these more official names are usually what are printed on your shirt, cap or badge that you are required to wear.
The bounty hunter is usually employed by the bail bondsman. The bail bondsman is responsible for making sure that captives make specific court appearances in order to determine their remaining bail. If the captive escapes and becomes a fugitive, the bail bondsman is required to produce the rest of the bail payment. This is obviously not the best outcome for the hard working civil servant, so he hires a bail officer who will track down, capture and return the fugitive in question. The bail officer will then be paid a percentage of the initial bail amount.
Nearly 90 percent of all escapees are caught by a bounty hunter, which means that there is always good money on the table. Most bounty hunters get to carry some really cool equipment – including a bullet proof vest, a taser or stun gun, hand cuffs, walkie talkies, pepper spray, super flash lights and, if fully licensed and trained, a pistol too. Each state has a different requirement from their bounty hunters. Where one state enforces strict background checks and training, another state requires no training whatsoever, and only the approval of the bail bondsman in order to operate. Although this may be the case, most states require that the bounty hunter is also a peace officer, or at least has a degree in criminal justice.
